Hoefer Wysocki teamed with the City of Council Bluffs for an 18-month process to identify current and future space needs for their new police station. At 19,000 sq. ft., the existing police station, attached to the Pottawatamie County Courthouse, proved too small to effectively serve the growing community.

The planning process included evaluation of multiple sites as well as assisting the city in its bond election process. The bond election passed on the first attempt and the project obtained unanimous city council support – something that hadn’t happened in their community for nearly 20 years.

The new 52,000-sq. ft. facility sits adjacent to bluffs prominent in the area. Its design and site orientation are welcoming and approachable to the public. The building orientation coincides with large overhangs to maximize natural light while maintaining an energy-conscious approach to design. Material selection and building massing reflect the values of the city, using warm masonry to complement historic buildings in the community. The site also includes a 4,500-sq.-ft. outbuilding and a 170-stall surface parking lot. Construction is expected to be complete in summer 2018. The former headquarters will be returned to the county and repurposed for an alternate use.
